According to official information of the Verkhovna Rada of Ukraine (http://w1.c1.rada.gov.ua/pls/zweb2/webproc4_1?pf3511=65076) 02/27/2019 Committee of the Verkhovna Rada of Ukraine on fuel and energy complex, nuclear policy and nuclear safety considered proposals and amendments to the bill No. 8449-d on ensuring competitive conditions for the production of electric energy from alternative energy sources (auctions for green tariffs). Based on the results of the work, the Committee approved the new version of the bill and sent it to the second reading.
This bill was supposed to be considered in second reading at a meeting of the Verkhovna Rada of Ukraine on 02/28/2018, but it was not considered. The European-Ukrainian Energy Agency noted -bezpeky-vru-shvalyv-proekt-zakonu-8449-d-pro-aukciony-dlja-vde-do-drugogo-chytannja) key provisions of the bill that were supported by the Committee, namely:
• reduction in the purchase price of solar and wind power plants since 2020;
• fixing the end date for concluding a preliminary contract for the sale of electricity on 12/31/2019 for developers of new projects in order to be able to get a green tariff until 2013;
• mandatory participation in auctions since 2020;
• limitations on the validity of previously issued technical conditions (2 years).
In the future, we will keep track of the chronology of the consideration and adoption of Bill No. 8449-d, as one of the most important regulatory tools for the functioning of the green tariff system in Ukraine.
