In Ukraine, the procedure for the acceptance of buildings into operation has been simplified and the procedure for assigning postal addresses has been regulated


On March 27, 2019, the Cabinet of Ministers adopted a resolution developed by the Ministry of Economic Development aimed at improving the business environment in Ukraine. According to the plan of the government, this should increase the position of Ukraine in the international ranking of ease of doing business Doing Business.

This is a comprehensive resolution, however, special attention should be paid to the provisions that regulate the procedure for assigning mailing addresses to newly built objects. By this time, this issue did not have clear centralized regulation, and therefore it was decided differently by local authorities. It got to the point that in some communities there was not even a provision for the assignment of postal addresses and a specific list of documents that the developer must submit for this. From now on, a transparent and uniform procedure for assigning postal addresses to construction objects and real estate objects will be in force. According to the Cabinet’s own assessment, this mechanism will be not only transparent, but also friendly to business.

In addition, attention should be paid to the fact that the same decision provides for the legalization of the status of an electronic office of a construction customer as a service. This service will allow you to register documents on the readiness of facilities for operation in a simplified mode and in electronic form. Most importantly, such a service significantly reduces the personal contact of the developer with DABI, which in principle should reduce the level of abuse in this area.
